The regulations for the management of the

follows:-

Opium licence monopoly are respectfully set forthes

1.

The monopoly of the (opium) licence for the whole

province of Kwong Tung has been directed to be managed by the establishment of the Kwong Ing Un General Office by Kwong Wing On and Leung Chiu Tong, a merchant holding official rank.

The object of this licence monopoly is to ascertain

the rate of sonsumption (of opium), stop storage and restrict smokers in the hope that suppression (of opium) will be effect-

-ed within the term.

Firms dealing in raw opium on importing the article, should after paying duties, report clearly to the General Office before the articles can be removed from the Godown. This

is to facilitate ascertaining the rate of consumption.

Dealers in prepared opium, on buying raw opium must

first report to the General Office the quantity and weight to

insti

be purchased and furnish a satisfactory security giving the limit of time within which the opium will be prepared, stating

that there will be no such evil practices as secret keeping or

long storage and promising to pay the levied tax on converting

the raw into prepared opium. A permit for preparing opium

and for purchasing raw opium will then be issued and the opium

will then be allowed to be prepared.

The various firms dealing in raw opium should ascer-

-tain that the purchasers are provided with permits for prepared

opium for purchasing raw opium before the sale is allowed. The

quantity sold should be reported from time to time to the

General Office for cancellation to facilitate investigation.

A tax will be léried at the rate of 30 cents on every

tasl of prepared opium. It will be collected by the Kwong Un

General Office according to the quantity. Although this tax is

paid by those purchasing raw opium and selling pxxxxmit prepared

opium, it will be without prejudice to the raw and prepared

opium business as it is ultimately borne by the smoker.
